Steve Riemer Harris

CEO and Senior Consultant
Steve Riemer-Harris is a supply chain, warehousing and distribution professional with over 30 years experience and is well known and well respected within the industry. Steve’s experience includes FMCG/home delivery, parcels, fleet management, warehousing/hub management and most recently, pre hospital emergency service.
Steve has undertaken projects that have seen him work successfully with both corporates and the public sector and include Dixons Carphone, Northgate PLC, City Link and currently, Qatar National Ambulance Service.
Notable achievements include:

- Successfully delivering a 10 year capital fleet procurement and modernisation programme for the National Ambulance Service of Qatar
- Development and implementation of an all-encompassing RFID, web and Oracle based system to live track the patient, vehicle, pharmaceutical, equipment and consumables across the (pre hospital) patient journey
- Successfully delivered the ‘London 2012 Olympic Period Operating Plan’ Project for City Link Ltd
Steve holds a Master’s Degree in Procurement, logistics and Supply Chain Management from the University of Salford. He is a Chartered Fellow of the Institute of Logistics and Transport and a member of the Chartered Institute of Purchasing and Supply.
Russell Thornhill MCPara
Senior Associate Consultant
Russell is a seasoned health care professional with over 30 years experience working within the pre-hospital care sector. He commenced his career working within the NHS Ambulance Service and later moved to the Isle of Man, a UK Crown Dependency, where he led the ambulance service as Chief Officer. Russell was responsible for the delivery of pre-hospital care services for the island’s residents and visitors during the annual world famous TT motorcycle road races.
Russell thrives in working collaboratively across varied disciplines and sectors where resources need to be maximised to achieve common aims.
Working both within the NHS, and also within an environment led by a differing political structure has enabled Russell to design and deliver pre-hospital care strategies from a varied perspective.
Yves Sicotte
Associate Consultant
With over 35 years of experience dedicated to the automotive industry, including the last 15 years specifically devoted to ambulance services worldwide, Yves has established himself as a seasoned leader and expert in his field. As an expert in ambulance vehicle acquisition, Yves has demonstrated a remarkable ability to manage tender processes and identify and understand the specific needs of the ambulance sector. His capacity to draft detailed technical specifications attests to his precision and in-depth understanding of requirements based on various intervention protocols.
Yves possesses remarkable expertise in evaluating new technologies. His ability to anticipate and integrate the latest technological advances in the field of ambulance services has contributed to creating more ergonomic vehicles that meet high safety standards for both patients and paramedics.
Throughout his career, Yves has successfully built strong relationships with EMS government agencies, international partners, and key players in the sector. His reputation for integrity, professionalism, and commitment to excellence has made him a respected and sought-after figure in the industry.

Dr Nicholas Castle
Chief Clinical Officer and Senior Consultant
With nearly 40 years of healthcare experience as a clinical leader, educator, and researcher, culminating as the Executive Director of Qatar’s National Ambulance Service. Ensures Nick is uniquely placed to support new or established healthcare providers. Nick obtained his MSc, with distinction, in Cardiology in 2000 and was awarded his PhD from City University (London) in 2014. In 1999, he was among the first non-physicians to complete the Diploma in Immediate Medical Care from the Royal College of Surgeons. Subsequently, securing his Fellowship in Immediate Medical Care in 2022 and accrediting as a Consultant Practitioner in Prehospital Care with the Royal College.
Nick has gained extensive experience within the UK, South Africa and Qatar in the fields of pre-hospital care, mass gatherings and in-hospital high-acuity care, focusing on patient safety, managing the deteriorating patient and optimising the patient’s journey to ensure the ‘right patient to the right hospital at the right time’. Nick has achieved this through a highly visible clinical leadership style, clinical audits, clinical and operational KPIs development, and innovative research. Nick has over 100 peer-reviewed publications.
As an Executive leader of the Qatar National Ambulance Service (JCI accredited), Nick was instrumental in ensuring effective, evidence-based clinical care as measured against operational and clinical KPIs. Central to this achievement was targeted recruitment to meet the service’s needs, a quarterly review of clinical practice guidelines, implementation of mandatory refresher training, and optimising the design of emergency vehicles to meet Qatar’s unique environment.
Nick has extensive experience in mass gatherings of all types, culminating in his role as a Nationwide Gold Commander for the Qatar National Ambulance Service during the 2022 World Cup. This ensures Nick is well-positioned to support and advise across the event journey, from pre-event support on the types of anticipated patients to staff selection, recruitment, and training, advice on equipment and medication requirements, event-based leadership, and post-event patient and equipment use review.
